THE secretary of the state drainage league frankly an- nounces that his purpose in soli- citing money up and down the state on the plea of the needs of the state in the way of drainage, is to put a part of such moneys into his own pocket and the bal- ance into a lobby to be maintain- ed at Washington to induce con- gress to appropriate money to drain the reservation lands' in the state. The Cass Lake Times in an able editorial denounces any at- tempt to maintain a lobby] at ‘Washington for this purpose and justly remarks that this lis a matter which our senators and representatives ought to be able to attend to withoutjthe help' of a paid lobby.. The Duluth Herald. in a recent editorial, alsoenlarges upon the fact that such a lobby is entirely unnecessary. / The state drainage.league of course needs money but .not for any such purpose. The chief good which will result from the state drainage league is the continued | agitation of the matter of drain- age. The meeting of the league at Crookston was worth more to the cause of drainage than all the money that can be raised by the league. It created an interest in, and an enthusiasm for drain- age, whose value cannot be esti- mated in dollars and cents. Concerted Movement of Railroad Em- ployes in That Direction. , Lhicago, Sept. 28.—The Tribune says: Preparations are under way for a concerted movement on the part of the big railroad brotherhoods to se- cure a reduction of the present work- ing hours for railway employes all over the country. The move already has been discussed in the grand coun- clls of the organization. It is expect- sd that it will assume definite form within the next two months. The grievance committees of many Western railroads will gather in Chi. cago in December to discuss desired changes in working conditions. At the same time the schedules govern- ing wages and hours will expire on at least three Western roads—the North- western, the Burlington and the St. Paul. According to plans now laid the opportunity will be seized to broach the proposed demands of the employes. The present hours of work om the railroads range from ten to fourteen, but in no case are they fixed. This is due to the nature of the employment. The brotherhoods, it i8 said, have no intention of appealing for a limited workday. They have planned rather to seek a general reduction which shall be proportionate in all branches of the railroad service, .
