A Conspicuous Failure. THE advocates of public owner- ship do not find much encourage- ment in the progress which the government has made with the construction of canal. The building the first Pacitic railways were as great achieve- ments as the building of the Panama canal and the Pacific railways were built with the ex- pedition, with certainly from the moment that the railway en- gineers took the matter in charge and with the greatest economy possibly - under the circum- stances. Why cannot the Pana- ma canal also be so built? There are great obstacles to be overcome on the peninsula, but the engineering geniusof man has easily oyercome every obstacle the Panama private profit and it is nothing short of weakness to say that the Panama canal cannot be finished with comparative certaintly and despatch. The trouble is not in the undertaking but in the man- ner of undertaking it.
