MINNESOTA is proud of its twin city newspapers. No city in the land has more conspicuous examples of newspaper enter- prise. For editorial ‘independ- ence and virility, for complete- ness and efficiency in news ser- vice for ever feature that makes the modern newspaper such a necessity to man the twin city newspapers compare to advant- age with the best on earth. But there is one respect in which several of them fail most miser- ably and that is in the impartail publication of news. In their eagerness to give to their read- ers all the news they far.over- shoot the mark and state as solemn facts matters which are mere conjecture. Itis a rule of law and justice that every man is supposed inno- cent until he is proved guilty. It is the rule of the twin city news- papers that every man is doubly dyed with guilt the moment he is accused. For the mere love of sensation charges and rumors against pub- lic officials are published by the twin city press as proven facts with heavy first page head lines. That there is a law of God against such disregard of human rights the twin city press does not seem to beaware. State High Schools. THE state schools of Minnesota are under the supervision of a board known as the State High School Board. This body has in reality no authority over the high schools of the state what- ever, each high school being ab- solutely independent of legal con- trol except as to the local board of education. But to the state high school board the state en- trusts the distribution of the state aid to high schools, with power te grant or withold in whole or in part. The state high school board has defined certain conditions upon which it will pay over to the high schools this state aid amounting to about $1000 per year for each high school, This one thousand dollars enables the state high school board to prac- tically dictate as to the courses of study, the qualifications of teachers, the equipment and all other internal affairs ofthe high schools of the state. It is due to the regulations of the sta‘e high school board that tiined so uniform a superiority over the high schools of other staves. It is no idle boast to say that the high schools of Minne- sota stand at the head of high school systems of this country. How doth the little busy bee inspector delight to buzz about his business and bite into the state treasury! Now that it has quit worrying about a drouth the Red River Valley begins to fear a wet spell. Ir THE “healers” don’t watch out the state health commissioner may get them.
