Such an inquiry is now under way and it has already developed the fact that the Standard Oil company prac- tically received rebates from the railroads in this state. The fol- lowing striking bit of evidence was adduced at the first hearing: “The system upon which the freight rate for oil in less than carload lots is based amounts practically to discrimination against the independent dealers in favor of the Standard, for the independent dealers do not ship more than 10 per cent in carload lots, for the reason that—the Standard, when it learns that we have shipped a carload to an ur- ban town, cuts the price until that car is consumed, and then places the price at its former figure. “If the rate is reduced from third to fourth class, the Stand- ard Oil company either will be obliged to reduce its station prices to correspond with the re- duction in the rate of freight or the independent oil companies will get a very large accession of busmess The average reduction throughout the state would be equivalent to at least one cent per gallon.” If these statements by inde- pendent shippers are true the people of Minnesota are paying the Standard Oil company a bon- us to enable them to drive all competitors out of business. The state railway and ware- house commission was estab- lished to be a defense to the peo- ple against the aggregations of the railways and a protection to the railways against unreason- able complaints on the part of the people. It is gnite generally suspected that thescommission has neglected the former func- tion in its zealous exercise of the latter. It now has a fine oppor- tunity to prove its usefuelness to the state. THE capitol commission has done well to cut expenses.
