IT 18 high time that the four members of the village council of Bemidji put aside their personal preferences’ and unite in the election of a mayor who will be satisfactory to the people of the city generally. The kind of a man that is wanted is not a parti- san, not a man who will accept the mayor’s chair for the pur-| pose of advancing his personal interests or helping his friends but a man who can be depended upon to act for the city’s interest alone, Bemidji has such men. If the four men who now compose the council are really anxious to serve the public they will tonight choose one of them as mayor of the city. It may be difficult to persuade such a man to accept, but it can be done, for such men can be prevailed upon to sacrifice their personal interests for the public welfare when the whole people call upon them to do so. There are a dozen men and more in Bemidji who would make good mayors and acceptable to everybody.. One of these men should have four votes for the office at the council meeting to- night. Should the members of the council refuse to do this it must be evident to all that they are simply attempting to use their public office for private pur- poses. The Motive. To THE the people of Beltrami county no evidence is needed to establish the motiye back of the public examiner’s report. It is|; notorious. As to the reasonableness of the charges, however, the Pioneer knows nothing—with one excep- tion. The report of the public examiner states that the most flagrant abuses in this county consist in road and bridge ex- penditures, in tax levies and abatement of taxes and in the letting of the printing to the highest bidder. The Pioneer has no knowledge as to the first and second items, but if they are no better grounded than is --the third, the report of the public ex- aminer is pure foolishness. The law in regard to public printing puts the whole matter solely and entirelyj§in the discre- tion of che board of county com- missioners. It is just exactly as legal to let the county printing to the highest bidder as to the lowest. The law is perfectly plain and no one disputes this proposition. Thelaw goesfurther. It distinctly and in set terms authorizes and empowers the board of couniy commissioners to let the county printing to the newspaper which in its judg- ment can render the best ser- vice for the money expended, provided always that the contract price for such printing shall not be in excess of legal rates. This is not only law but a good busi- ness policy-it is the policy which every man follows in the manage- ment of his private business affairs. The peculiar thing about the report as to printing, however, is that the public examiner’s criticisms in -this respect are based solely on the fact that the printing was let January 6, 1903 to the highest bidder.
