IT HAS been-freely predicted that the present session of the legislature would accomplish no- thing in the way of reform rail- way legislation, and in view of the reluctance of the senate to act upon the railway bills, the pre- diction seemed to be assured of fulfillment. Wednesday, however, the leg- islature suddenly surprised the the state by passing three very important railway bills, the vote in the senate, the supposed stronghold of the railways, being practically unanimous in favor of each bill. The legislation con- tained in these three bills is yery important. All rebates are pro- hibited, the powers of the inter- state commerce commission are greatly increased both in scope and degree, the state railway commission is instructed to re- adjust and reduce freight rates in the state, the decision of the commission is made immediately operatiye whether appeal is taken or not and congress is meneral- ized to enlarge the powers of the interstate commerce commission and to abate the private car evil. This is railway reforin with a vegeance. z Against Public Policy. THE unfortunate deadlock on the city council is deplored by every one who has the interests of Bemidji at heart, We are forced to believe, however, that both factions believe in the justice of their cause and this makes the matter but the more difficult of adjustment. Aside from all questions of legal status, however, we must all agree that one for man to hold three such important offices as mayor, councilman and street commissioner is in direct contra- vention of good public policy. If it is possible for one man, under our system of municipal govern- ment to hold so many offices it may be possible for him to hold |B even more and so much the worse for the system. A system of government that permits such a thing guarantees neither justice, liberty or equality to the governed. The need of city organization in Bemidji grows daily more evi- dent. By A vote of 82 to 8 the Stephens drainge bill was passed by the house and had -preyiously been passed by the senate. The measure is really codification of the present laws, with such amendments as experience has shown to be desirable. It en- ables county boards to.order the construction of drainage ditches for the reclaimation of wet and swampy lands and to assess the cost against the lands benefited. State and railway lands are sub- ject to assessment like taxable lands. Many amendments were proposed, mainly for the purpose of protecting such lakes as should be preserved. No meandered lake is to be drainedif fifty vot- ers living within four miles make a formal remonstrance. The bill meets with jthe hearty approval of the people of Northern Minne- sota who are most affected.
