THE reciprocal demurrage bill has been passed by the house of representatives by a decisive majority and nothing but the consent of the senate is now wanting to make this measure a law. The title of the bill reveals its character. Railroads have the right to charge shippers demur- rage for failure to promptly un- load cars and this bill gives ship- pers the right to demand a prompt supplying of cars for their needs and lays upon the roads the same penalty for fail- ure to supply cars as is now laid on the shipper for failure to re- turn cars to the railroads on time. Nothing could be fairer than this proposition. What is sauce for the gooseis sauce for the gander. Naturally, however, the railroads prefer to have the obli- gation all on the part of the ship- per and they are making a vig- orous effort to defeat the bill in the senate. The senate appears to be about to make a reputation for itself. What kind of a reputation will it be? Cash is Short. It 1s Now claimed that owing to economy in tax levy and to the numerous and heavy demands upon the state treasury all ap- propriations must be cut to get them within the limit of the sup- ply of cash on hand. This little explanation is made for the bene- fit of northern Minnesota as it is proposed to cut the drainage ap- propriation in two or in three that being the easiest way, inthe opinion of the members of the legislature from the southern part of the state, to economize. Is northern Minnesota going to stand for this sort of thing? The truth is that so much extra money has been appropriated to the university, the normal schools and other state institutions that the funds in the treasury are growing very low. The whole state of Minnesota needs to enforce a comprehen- sive drainage policy and that at once. There area good many other things that the state can get along without but not this, Eve}-y city in northern Minne- sota should send a delegation at once to St. Paul to urge upon the legislature the necessity of a heavy appropriation for drain- There is more Catarrh in_ this section of the country than all other diseases put together, and until the last few years was sup- posed to be incurable. Broomfield per- forming the ceremony. Only a few friends and near relatives of the ‘contracting par.es were present. Both the bride and groom are well known in Be- midji, Mr. Bennington having lived in the city for a number of years, during which time he has held a number of responsible positions with the lumber com-! panies operating in this vicinity. Miss Newby is the daughter of Mr. and Mrs. Thos. Newby and is popular among a large number of friends who extend congratu- lations to the happy couple. Bradford of Crookston, has disposed of a valuable colt to Archie McKinnon. The colt is only a little over a year old, but sold for $350. It was sired by General Blackford, owned by Dr. Warninger of Bemidji, Dagmore Mosquito being the dam. Wad Maine, a character who has been about the city for some time past, was arrested by the police yesterday afternoon, his offense being that he was an ‘‘all around no good stiff.”” He was taken before Judge Pendergast and received a sentence of 30 days in the county jail. Sam McAfee, the Ripple saw- mill man, is inthe city today and states that the big boom chat was expected at Ripple as soon as definite news of the extension of the M. & I. was received has not materialized to any great ex- tent. Mr. McAfee says that the deyelopment of the future Itasca county metropolis is retarded by the inaccessible roads that have been caused by the opening of spring, as it 1s almost impossible to drive teams through from Northome to Ripple at the pres- ent time.
