PEABODY ‘has been declared governor of Colorado by the legislature of the state, or rather by a majority of the re- publicans of the legislature. Under Mr. Peterson’s bill this section does ot apply to prisoners employed in the manufacture of binding twine, harvest- ing machinery, rope and cordage at Stillwater, nor to the number of pris- poners manufacturing brushes at St. Cloud. Under Mr, Brower’s bill the board of control is given express authority to employ as many prisoners in con- nection with these several industries as may be necessary and expedient.
