In THE discussion of the anti cigarette bill in the state senate a certain solon took occasion to attack the bill on the ground that cigarette smoking must be pre- vented by parents and that by | them alone can it be prevented. |’ Possibly it cannot be prevent- ed; but a stringent law on our statute books will help much. It is useless to say that the parents must do it all. Perhaps they ought to do it all—but we know well that they will not. A few days ago afforded the spectacle of five youths smoking cigarettes at the postoffice in Bemidji and practicing industriously the arts of the tough. No doubt their parents knew nothing of the mat ter; maybe they would not have cared had they known; but it is J | certain that the boys were mak- ing themselves over into possible criminals as rapidly as possible. If we were all perfect parents, the state might claim it had no duty; but this side the millenium the state must do its share.
