THERE haye been more mur- ders committed in Mincesota during the past twelve months than in any other year in the state’shistery,and yet the senate is favorably considering a bill to practically wipe hanging from the statute books of the state. This bill does not in set terms repeal the law as to hanging for convietion for murder in the first degree, but the effect of it will in almost, if not every case, amount to this. It provides that hanging or life imprisonment shall be a matter left solely te the discretion of the court, thus making a loop hole by which the convicted murdered may escape the extreme penalty notwith- standing the clear demonstration of his guilt‘..‘ The law does even worse than that: it abolishes hanging so far as being a penalty prescribed by the law, and places the reponsibility upon the should- ers of one man, the judge, rather than upon the shoulders of all the state. Such a law is a makeshift and a poor one, Either hanging as a punishment for murder in the first degree is a right punish- ment or it is a wrong punishment. If it is the latter, let the Taw be repealed; if the former let it stand. The state should be ashamed to shift the burden of responsibility upon the should- ers of its judges. . Hope for Peace. WE may begin to indulge the hope that peace will be made be- tween Japan and Russia in the near future. No because the newspapers say so, however. But the internal conditions: of Russia daily makes peace more certain, Russia has passed through one whole year of a great foreign war and is utterly heaten. Added to this we have the fact that internal disturbances day by day tax the resources of the ruling powers in Russia more and more severely. To the un- prejudiced observer, victory for Russia in this war seems impos- sible even did Russia live in peace at home. But the situation in Russia grows every hour more desperate. If the presentrulers of Russia solve the problem at home and save their lives at the same time fihey will be accom- plishing what seems an almost superhuman task, and it is pos- sible that the Russian aristocrats have began to see this. When they realize that they are fighting for life at home they will no long- er waste energy in fighting for conquest aboard and peace will come quickly. THERE was a time when we were worried over the reputation that Beltrami county was accum- ulating for lawlesness, but south- ern Minunesota got busy just then and murders and suicides have followed one another so thickly from the south end of the state that Beltrami county’s four mur- ders in one year are almost for- gotten. You dor’t haye to go to the variety theatre to learn all about it; thereis the pulpit. Still some men do go—probably under the conviction that seeing only is believing.
