It wAs expected ‘that one of the warmest contests of the pres- ent legislative session in Minne- sota would arise over the amend- ment of the primary election law which has now had two sria]s without being in the least changed from its original form. Several bills have been introduc- ed to amend the law but thus far the legislature, hampered by an undigested code, has done very little toward even considering the outlines of important legisla- tion and there has been no debate upon the primary election law in either house or senate nor has the law been much discussed in committee. There is quite a general sentiment, however, that the law must remain—further, 1o two legislators are to be found in agreement, and the amend- ments proposed, if a tenth of them get to pass, will make a simple law, a very complex thing. We should not be at all surprised to see the law stand another two years in its present form. Every- body admits that the law is @e- fective but the amendments are quite generally worse than the law. For one thing the law is a pro- lific breeder of the independent voter. No one who watched the campaign last fall can deny that the law largely washed out all party lines. This is in the in- fancy of the law. If it remains upon the statute books for two more elections there will be ab- solutely no such thing as party lines in political subdiyisions to which the law applies. Should the law be applied to the nomina- tion of all candidates political parties will in a few years com- pletely disappear. No wonder the legislature hesitates to take any action on the law-it is a sort of a white ele- phant that no one knows just what to do with An Unpleasant Alternative. THERE are signs that the coun- try is beginning to show a serious interest in the railway rate question. When the time comes that the people of this country actually do take an active inter- est in the matter, we shall all ke face to face with two alternatives —either the railroads must quit their opposition to rate regula- tion, and there must be enacted some reasonable, effective legis- lation granting equitable rates to all or we shall have to work out the problem of government own- ership of railways. We believe that the former al- ternative will be the one which will actually be chosen and we cannot contemplate with equaniamity the thought that the great business of transportation shall ever become a governmental institution. vinced that in such an event poorer service would be rendered and that the political life of the nation would be thereby endan- gered.
