Dr. BRACKEN of the state board of health is investigating the best means to secure a pure water supply for small cities, If the state board of health can make any progress toward the settlement of this puzaling and important question it will have again justified its existence. Itis reported that Dr. Brack- en is favorably impressed with the sand filter system used at Grand Forks, North Dakota and that he will recommend its adop- tion by Minnesota cities. It is said that the Grand Forks system cost less than fifty thousand dol- lars and that it can be operated for $750 per year. It is possihle that Grand Forks has at last been able to make its sand filter system work and that it is now sure of a supply of pure water, but it is equally certain that for years while the city was estab- lishing the system the water of Grand Forks was a byword for | dirtiness and its filter was the butt of ridicule for every news- paper in the North Dakota and for some in Minnesota. Bemidji, however, has not thus far been able to install a success- ful system, although the city has gone at the matter along right lines and with every prospect that it will ultimately be success- ful. Meanwhile the result of the investigations of the state boarg of health will be awaited with in- terest. THE United States senate can- not take up the railway matter because it isa grave matter, a matter that must be considered at length, and not for the world would the senate be a party to the passage of any imperfect leg- islation. It is perfectly content that the country should suffer with the imperfect legislation that it has however. THE St. Paul school board has decided to impose a fine of $1 on teachers who are tardy. The teacher that can’t get up in the morning in time to get to school at nine o’clock or eight thirty if need be is not worth fining. Fir- ing is the only thing that will do her any good. THE state fair managers pian an automobile day and they are going to have Barney Olffield,who holds the record for automobile murders, on exhibition. Tt will be great. LINCOLN’S BIRTHDAY DULY OB- SERVED IN A EULOGISTIC . RESOLUTION. 8t. Paul, Feb. 14—A. K. Ware’s resolution to investigate the fire in- surance rates now in force in the state passed the house Monday. A committee, consisting of Messrs. Ware, Bardwell, Cole, Rosenthal and Rockne will make the inquiry. So-called exorbitant fire insurance was a theme for some of the members and not a few talked on the subject at length. The country members, espe- cially, were wrathy: “If there is any trust in this coun- try that is doing more harm than any other combination, it is the insurance trust,” said A. L. Cole in support of the Ware resolution. 0. E. Hogue was of the opinion that if the state’s hands were tied in re- spect to handling the insurance com- bination it could at least start an agitation and the national government induced to provide a remedy. “The whole trouble,” said Mr. Hogue, “is that the country districts are discriminated against in favor of the cities. It is in the cities where the risks are the heaviest and we have to share your burden.” Mr. Ware said that he had talked with Insurance Commissioner O'Brien, and that official had told him that his office was burdened with complaints regarding the high rate of fire insur- ance. Against Free Text Book Bill. Numerously signed remonstrances against the free text book bill were received from Houston and Wabasha countiss. At the request of T. T. Ofsthun, his bill for putting into effect the amend- ment to the constitution bearing on the apportionment of the school fund, voted at the last election, was indefi- nitely postponed. The house will ac- cept a senate bill providing for the same thing. The memory of Abraham Lincoln was duly observed in a eulogistic reso- lution offered by J. T. Mannix, and the reading of the dead president’s Get- tysburg speech by Elias Rachie of Lac qui Parle county. Mr. Mannix’s resolution, a beautiful plece of wood painting, was adopted by the members standing. Mr. Rachie, as a part of the service, asked that Lincoln’s Gettysburg speech be read. Two bills, H. F. No. 156, by Wallace, authorizing boards of county commis- sioners or city or village councils to erect fixed bridges over navigable Streams, and H. B. The intent of the law is construed to be that companies involved should pay the cost of the examination to the actuary who made it. The fee plainly was too high and should be changed by the legislature. Niels Jacobson of Hills offered a county option bill. Tt authorizes coun- ties, not having a city of 10,000 in- habitants, to vote annually on the proposition to license the sale of liquor. The auestion can be brought up on a petition of one-tenth of the voters presented not less than sixty days before the spring elections, the second Tnesday in March. The law cannot become operative bhefore 1907. ©O. N. Thundale sent in a bill au- thorizing the organization of co-opera- tive rural telephone companies. ‘W. P. Roberts offered an amendment to the drainage laws giving jurisdic- tion tb county boards over ditch work partially, or wholly within the bound- |& aries of cities or villages A tax on inheritances and gifts is provided in a bill offered by Repre- sentative Stone. This tax is to be on sums in excess of $10,000. The serate was in session less than an hour. In all ten bills were intro- duced in the senate Monday.
