There can be no doubt that the movement for reform in Russia has taken a terrific force from the terrible events of the past few days in St. Petersburg and that Russia must have a constitu- tion if it would have internal peace. Very probably the Russian people are not prepared for the full measure of liberty enjoyed by the Anglo— Saxon. It took centuries of agitation and several revolutions to give us the govern- ment under which we live today. But there can be no doubt that Russia is now full in the midst of a revolution of its own and when the quiet is once more re- stored to the empire liberty and equal rights will have made great gains. No one can tell to what length the revolution willgo. In an\age of liberty Russia has been a country of serfs, and by so much as the people have been down- trodden, by so much they may raise and demand and take eman cipation. The situation is one that is full of dangers to both no bility and people. The wisest councils must prevail if Russia would be saved from the direct results. Any more such scenes as occurred before the palace gates Sunday means the end of the rule of the Czar and untold miseries for the Russian people. The Czar by wise moderation may yet save his people. Full of Flaws. If one tenth of the criticism that have been leyeled at the new code and well founded the code is as full of flaw's as a sive is of holes. We are confident how ever that there has been much unjust crit- ism, Hasty reading of a code that it has taken four years to prepare has resulted in a cloud of misinformation in regard to the code. Nevertheless it is per- fectly apparent that there are grave faults in the new code and the legislature has set before it a great task to consider and amend the code at the same time that urgent legislation is pressing for attention. It appears that the code repeals and entirely omits the drainage law under which such magnificent results have secured. This and other defi- may cause infinite ciencies trouble. Either the ordinarly legisla.fion of the session or else the code should be postponed until a special session to be held at the earliest possible moment.
