Itis entirely natural that the people of Cass Lake should move for the repeal of the Morris law so faras that actcreates and reserve.”” The reserves prac- tically encircles Cass Lake which is shut in with nearly 250,000 acres ofland which cannot be used for any immediate purpose circumscribed to the limits of-a circle of very narrow diameter. A town in the midst of a country that can ha%e no farmers and from which but a limited amount of timber can be cut is certainly at a tremendous disadvantage. Granting that the naked prin- ciple of the forest reserve is right it would seem that Cass Lake hasa very hard uphill fight to shake off the fetters which bind its growth. It seems toler- ably certain that the national government has entered upon the policy of the preservation of acertain amount of timber in Minnesota and other states and the plea of one town against this policy cannot have much weight. However, Cass Lake may be able | to secure such a modification of the law as will admit of a rear- rangement of the boundaries of the forest reserve district and and the life of Cass Lake is thus| {thus permit the town to secure its natural growth An Immigration Board. Consequently, the land man is now busy in populous centers extolling the adyantages of northwestern Canada and the rich lands of Minnesota nearer at home are given but scant atten- tion, What is needed is a state board of immigration, a body that can devote its exclusive at- tention to the matter of peopling Minnesota. Representative elect Cole is sending out a circular let- ter setting forth this need very clearly and northern Minnesota in particular should be a unit in supporting a ‘domand for some such board at the session of the legislature this winter.
