The proposed amendment simply raises the rate to four per cent. If it the state will be the by many hundreds of thousands of dollars. The sec- ond proposed amendment con- cerns the loaning of the state school funds, These funds now amount to about fifteen -million dollars and the interest derived from them goes to the support of all of the schools of the state. At present these moneys cannot beloaned ata lesser vate than three per cent and then only in case the total debt of the school district applying for the loan will not be thereby increased to more than seven per cent of the assesed real estate valuation of the district. The amendment, if carried, will make it possible to loan up to fifteen per cent of the assessed real estate valua- tion. The third amendment touches the manner in which carries, gainer begun, The constitution now provides that “no person shall be held tc answer for a criminal offense unless upon the present- ment or indictment of a \grand jury.” The effect of the pro- posed amendment will be to al- low the legislature to decide how criminal actions shall be begun— by informotion of the county at- torney, by indictment by grand jury, or by both or either as the legislature may see fit. No amendments but these three will be submitted this year. All three were submitted two years ago and failed to be adopt- ed because thousands of voters failed to vote upon them. The constitution provides that no amendment can carry unless it receives a majority of all the votes cast at the election. Simp- Ip a majority of the votes caston the amendment is not sufficient. The amendments are each of great importance to the state and they deserve the thoughtful at- tention of every voter. THE semi annual distribution of the interest derived from the state school fund is being made to the school districts of the state through the regular county channels. Minnesota has one of the most magnificient school funds in the Union and it might be remarked right here that it is largely to State Auditor Dunn’s care and vigilence that this is so.
