One of the important subjects of legislation this winter will be the board of control. The board has proved its usefulness and we believe that the people of the state are firmly wedded to the idea of a central board for the control of state institutions, the only exceptions being th\o insti- tutional towns which for selfisl reasons prefer separate boards, Thereis practically no divergence ‘of opinion, however, as to the educational institutions; they should be supervised by a sepa- rate board, a state board of edu- cation. That the university and the normal schools are now un- der the control of the board of control is due simply to the fact that their friends united with other institutional towns to de- feat the law. Now there is a good deal of fluttering because it is proposed to establish a state board of education and to put the university and normals in its care. The friends of these schools should remember the troubles they have brought upon themselves in the past by oppos- ing legislation calculated for the benefit of the state at large. If the state board of education idea is defeated the educational in- stitutions will without doubt stay right where they are now. Clapp’s Re-election. All kinds of a hullabaloo is be- ing raised by a certain Twin City papers over the opposition which they declare exists to the re- election of Senator Clapp. Every day they print long articles about |: the dreadful plottings that Lhcy guess the Dunn people are wick- edly indulging in and every day they diligently delve in the ecolumns of the state press for some morsel of oppositiion to the senator which they can reprint The truth is that there is a good deal ol opposition to Senator Clapp and every bit of it is right in with awful forebodings, Hennepin county. There are a vL number of gentlemen who think they could serve the state much better than has Senator Clapp and eyery one of them lives in Hennepin county. der that certain Minneapolis papers are so anxious to direct Senator Clapp’s attention to the country. So long as the senator is busy in the country fighting animaginary foe our Minneapolis friends can hatch their plots at home in peace and quietness. This is not the first time in the world’s history that the thief himself has been the most vocif- erous in crying “stop t hief.” Small won- Tui joke of the season is the call for a Minnesota populist con- vention and the real funny point J{of the joke is the fact that seven delegates are allowed to Polk county and three to Beltrami county. Not a. populist has peeped in either of these count- ies for two years and the ‘‘state central committee” will have a desperate time corraling these ten delegates. ; Russia is not being liclzed; it is only carrying out the details of a definitely conceived plan.
