In both the Fourteenth and Fifteenth judicial districts, coyering the northwestern part of the state there is absolutely no contest, the nomination and election being conceded to the present incumbents as a matter of self interest on the part of the people of these districts. The condition prevails quite generally throughout the state and we are undoubtedly growing nearer to the day when judicial selections shall be made solely on the basis of merit and entirely apart from the consideration of politics. Chicago, Aug. 22.—In heated trading on the board of trade the price of wheat for May delivery took a fresh jump of 2 cents a bushel. For a few seconds $1.16% a bushel was paid freely and in that brief time several million bushels changed hands. The source of the strength was emphasized reports of fresh ravages of black rust in the wheat fields of the Northwest. The close for May delivery was $1.- 15%, or half a cent under the top price for ttl:le day, and a net advance of 1% cents: FOR TRAINING OF NEGROES. Lutheran Conference Decides to Build College Near Concord, N. C. Winona, Minn., Aug. 22—The Lu- theran synodical conference of North America has decided to erect a collego for the training of negroes for missi work in the South near Concord, N. and decided to appropriate from $10,- 000 to $15,000 for the purchase of 2 tract of land of from 50 to 100 acres at that place for this purpose. The conference also decided on some minor changes in the English catechism for the use of the negroes of the South.
