Washington, Aug. 15—Mr. Taka- hira, the Japanese minister here, had a conference with Secretary Hay dur- ing the day, discussing the questions growing out of the war and particu- larly the Chefoo incident involving the cutting out of the Russian torpedo boat destroyer Ryeshitelni. The min- ister h: s yet had no formal report from his government on the subject and deems it necessary to have the details at hand before expressing an opinion on the rights of the seizure. It is said at the state department that by no possibility can the depart- ment be invoked to oblige China, Japan or Russia to execute faithfully the terms of the agreement entered into with the powers at the beginning of the war regarding the protection of the neutrality of China and the limita- tion of the field of war. ROOSEVELT WILL NOT SPEAK. The President Will Deliver No Politi- cal Addresses This Year. New York, Aug. 15.—Chairman Cor- telyou said Friday that President Roosevelt would not make any politi- cal speeches this year, setting at rest many rumors to that effect that have been in circulation. Beyond the speech to the notification committee and the letter of acceptance, which is yet to be published, the president will not take any public part in the cam- paign. This is in line with the course pursued by President McKinley in 1900. President Roosevelt has placed the political campaign in the hands of Mr. Cortelvou and while there may be consultations between them, it is well understood that the national chair- man is in absolute control and that in all political matters he takes the full responsibility.
