The issue seems to be joined In Re Police Force. One element in the community contends that the duty of an officer is to police the town, preserve order, appre- hend criminals, ete. That when a police officer leaves his beat and takes his stand at a polling place, not for the purpose of pre- serving the peace but for the purpose of influencing voters, he is then abusing his authority, and that when the entire force of the village actively canvass the town and use every means within their own power to influence, coerce and drive yoters to the poles for one set of candidates, an outrage has been perpetrated on the electors of the village. That a police officer enjoys an equal right with every other citi- zen to vote and to express his opinion on all public questions and to discuss candidates, is not denied and this question is be- side the case. Chief Bailey meets the forego- ing issue fairly and squarely. He|admits that he and his assist- ants took an active part in the school election, and justifies this action upon the broad ground that the officers have a perfect right to do so, so long as they use mild pursuasion voters and abstain from using their clubs. The chief then in- sinuates that if this practice is interféred with by persons hold- ing a contrary view, certain ex- posures will be made. The position taken by Chief Bailey, that the part taken by him and his associates in the school election is perfectly proper, is wholly untenable. No intelligent. fair minded person can agree with the chief on that point, and the only question to be determined is whether the practice shall continue. Do the good people of this town stand upon such insecure footing, and are they so thoroughly within the grasp of the men who patrol their streets, that they dare not cry out against this abuse. Will the threat of Chief Bailey to carry ruin and despair into many of the homes of Bemidji, have the effect of stilling the remonstrance against a practice that threatens ruin to our home institutions? Are the people to be browbeaten into submission by the police force? In short, what is the status of the police force; are they the servants or are they the masters of the people? A MINNEAPOLIS paper sug- gests that if the primary election law is extended to state officers Minneapolis will be able to dic- tate all nominations in the future.
