The Pioneer today issues its first anniversary edition, in the form of.a 28 page paper in which it is endeavored to set forth by pen and picture the advantages and resources of Bemidji and Beltrami county.. The-edition is the most ambitious attempt that has thus far been made to-ad- yertise this section of the state. The fact that a daily newspaper one year old is able to issue such an edition is striking evidence of the development that northern Minnesota is makicg. Law Is Weak. There has been no greater failure in political reform in Min- nesota than is exhibited in the law for the election of railway and warehouse commissioners. The St. Peter Free Press perti- nently says: The system of electing our railroad and warehouse com- missioner seems to have out- lived its usefulness. When the present law of electing these officials by popular vote was put on the statute book it was expected that it would result in efficient service for the common good, but ex- perience has clearly demon- strated that it is-sometimes easier to manipulate popular nominations than appoint- ments: About the only way the law can be cured now is to put the nomination of the commissioners under the terms of the primary: election law. As it now is the office is one that can easily be used for trading purposes and it is well nigh impossible to sec | the nomination of a man that is not entirely satisfactory to the ‘| [railroads. The railway and ware- house commission is supposed: to represent the people, but it inl reality represents the raiiroads. It _iS noticable that the sug- estion that Minnnesota repub- licans cast beth Collins and Dunn overboard and find a third candi- date in view of recent unpleusant deéyelopments comes almosi en- tirely from those who haye been supporting Collins and not at all from those who have been sup- porting Dunn. It looks as if the whole of: the late unpleasantness may have been deliberately plan- ned by the Collins following under the conviction that their cause was lost and in the hope that it would defeat Dunn also. The supporters of Cellins-are his supporters-simply-because—they regarded Collins as the best man Their pri- mary object is not to nominate If it is true that the Collins support ers have planned it all they have planned in vain for Dunn’s fol- lowing is standing pat through- out the state.
